Data sources

LEVEE brings together published flood studies from NSW authorities and presents them in plain language. This page credits each dataset, links its licence, states how we have modified it for display, and sets out what the mapping can and cannot be used for.

What is live

For the running count of what this adds up to, study by study and layer by layer, and for what is not on the map yet, build progress and the market audit carries the figures, counted on the date it shows.

The grids carry no projection sidecar; every shapefile in the same delivery is GDA2020 MGA Zone 56 and that is what has been used.

Hydraulic categories polygonised per class from the study's flood function grids; the numeric codes are mapped using the study's own data dictionary, which states 3 is floodway, 2 flood storage and 1 flood fringe. Correction, 21 August 2026: the layer previously shown as the 1% AEP was the study's defined flood event delineation, which is the 1% AEP with sea level rise to 2100 and reaches 73.5 ha of ground the 1% AEP does not. It is now published under its own name and the 1% AEP shows the study's 1% AEP. Flood planning levels added 21 August 2026 from the study's own defined flood event planning level grid: reduced from 1.5 m to 6 m by taking the highest value in each block, enclosed gaps up to two cells filled so building footprints do not break a contour, contoured at 1 metre and simplified. These are planning levels, not flood levels: the study's freeboard is already in the number, so it is not added again. The grid runs from 3.5 to 352 metres AHD because the study maps overland flow up the escarpment as well as the coastal plain, and its footprint matches the study's own flood planning area to within half a per cent.

Modifications: 1% AEP and PMF extents from the study's flood function (hydraulic category) polygons. Smoothed, simplified, reprojected to EPSG:4326, re-symbolised. The study publishes no vector FPA. AR&R 2019 hazard classes added 21 August 2026 from the study's own 1 m hazard reclassification grids in its Hydraulic Model Outputs package, reduced to 4 m by class mode, polygonised per class, fragments under 320 m² dropped and outlines simplified at one grid cell with no smoothing. Corrected 21 August 2026: the class mode was not counting the dry cells, so a single classified cell in a block of sixteen carried the block and each layer was drawn about a tenth larger than the model made it. Rebuilt with the dry cells counted; both layers gave ground back and now sit over 98 per cent inside their own published extent. Flood level contours added the same day from the study's own 1 m peak water surface contours in that package: reprojected, segments under 20 m dropped, simplified 2 m, elevation rounded to an integer metre AHD.

Wollongong (Towradgi Creek)

Source CRS confirmed as EPSG:28356: the archive carries 122 projection sidecars and every one of them is GDA94 MGA Zone 56, which settles what an earlier pass had to infer. Those files ship without a projection sidecar and carry the level in a column named temp_h1: the name reads like a placeholder, so the reading was checked against the geometry rather than assumed, and the centroid of each value runs from 1 metre at the coast to 70 metres at the foot of the escarpment in order, without an inversion. About half the rows in each file are lines holding a single point, which is not a line; those are dropped and counted. The remainder are simplified 2 metres, dissolved to one feature per level, and levels totalling under 50 metres of line are dropped, which removes the stubs above about 55 metres AHD.

Wollongong (Mullet Creek)

Correction, 21 August 2026: the 1% AEP and PMF previously shown here were envelope unions of the existing case and the West Dapto future-development scenario, which put the 1% AEP at 1,565 ha against the study's existing-conditions 1,403 ha. They now show existing conditions. The study's West Dapto future-development scenario is also published, on its own rungs and named as such, so the 1% AEP and PMF under that scenario can be read beside the existing-conditions runs rather than replacing them. The hydraulic categories and flood planning area on this study are still the council's combined products. Peak velocity in the catchment is 10.04 m/s. Flood level contours for ten events added 21 August 2026, contoured at 1 metre from the study's own existing-conditions peak water surface grids, again at 2.5 metres read at 5. The archive holds four families of water surface grid and only one is the existing case: the EX runs are taken, and the ID8, CC-Rain, DFE and High-Rough runs are not, because a scenario run published as if it were the adopted flood level would be worse than publishing no level at all. Levels totalling under 50 metres of line are dropped, which removes the fragments in the steep upper catchment.

Georeferenced against NSW aerial imagery at the plates' printed 1:5,000 scale, residual under about 2 m. Depth-class fills colour-extracted per plate and unioned to give each event extent; events nested so each larger event contains the smaller. Outlines simplified at about the plate cell size and Chaikin-smoothed, fragments and holes under 250 m² dropped, EPSG:4326. The plates' lowest depth class is 0-0.15 m, so the banded depth layer carries the over-0.15 m band only.

Modifications: Digitised from the study's own A3 map plates, because the portal package publishes the reports rather than the result grids. Figure PDFs were extracted from a 3.27 GB archive by remote range request, rendered at 200 dpi, and georeferenced by matching each plate's greyscale aerial base against NSW imagery, with a joint fit adopted per tile so the three tiles of a figure share one transform and do not jog at the seams. Colours were classified against swatches sampled from each plate's own legend, vectorised at plate cell size, dissolved, cleaned of fragments under 64 square metres and simplified at 1.5 m. Estimated horizontal accuracy is about 10 m over the eastern and central tiles and about 30 m over the western tile, where land use has changed substantially since the plate imagery was flown. Read every boundary as indicative at property scale. Each event was digitised from its own plate, so the extents nest imperfectly: the PMF contains 93 per cent of the 1% AEP extent rather than all of it, and the shortfall is single-cell extraction noise along thin creek lines, not a finding that the 1% AEP reaches ground the PMF does not. The Flood Planning Area is not expected to contain the 1% AEP extent in this study: the council maps it lot by lot, so it extends across affected lots and excludes the road reserves that carry much of the overland flow.

Modifications: Flood extents and hydraulic categories derived from the study's 1 m post-processed category grids: cells polygonised per class, stair-steps smoothed, parts under one grid cell removed, simplified and reprojected to EPSG:4326. Flood planning area and flood risk precinct shapefiles dissolved, smoothed and reprojected. Smoothing a 1 m grid costs the thinnest class a little area: the published flood fringe is about 10 per cent smaller than the source grid's, against under 1 per cent for the floodway, because a fringe is often only two cells wide. Read the fringe boundary as indicative at property scale. The category grids carry numeric codes and ship without a legend. The codes were resolved against the geometry rather than assumed: the class holding 72 per cent of the outer perimeter of the flood extent, fragmented into thousands of small parts with no large core, is the flood fringe; the class sitting on the creek lines is the floodway. That reading matches the same council's Redbank Creek deliverable, where the classes are named in the file names. That reading was checked against the source grid on 2026-08-21 rather than left as an inference: polygonising the 1% AEP category grid under it gives 43.5 hectares of floodway against the published layer's 44.5, and puts the floodway on the creek lines. The AR&R 2019 hazard layers and the defined flood event layers were added on 2026-08-21 from the same package's 1 m ASCII grids, reduced to 4 metres by majority class per block before polygonising, so their edges are coarser than the 1 metre layers beside them. The study also publishes water surface polygons for three events; those carry a placeholder attribute rather than a level, so they are flood extents and not flood level contours, and only the 5% AEP one adds an event the map did not already draw.

Since 14 July 2021 councils have been responsible for their own flood mapping, so this is not the current Wollongong flood planning map and must not be read as one. The statewide dataset holds 622 polygons across about ten council areas only: it is not statewide coverage, and an area's absence from it means nothing.

Each event is printed on three overlapping 1:24,000 sheets; every sheet was georeferenced against NSW aerial imagery by normalised cross-correlation (residual 2.7-4.0 m RMS) and painted into one common MGA Zone 56 raster before vectorising, so sheet joins do not show. The plates draw a blue depth ramp over a desaturated aerial, so flood pixels were separated by their blue bias with a seed-and-grow rule rather than by differencing against a reference image. Event extents nested so each larger event contains the smaller. Outlines simplified at about the plate cell size then Chaikin-smoothed, fragments and holes under about 400 m² dropped, EPSG:4326. Extents are the design blockage scenario, the scenario the study also maps for hazard and flood function.

Verify with the authorities

The authoritative flood notation for a specific lot is the council-issued Section 10.7 planning certificate. Those notations are not an open dataset, so LEVEE links you to the right sources rather than reproducing them. The NSW ePlanning Spatial Viewer shows the statutory Flood Planning Map by address.

Flood terms explained

The words FreeBoard uses when it answers for a property, and what each of them means. This is the clarifications sheet that goes with a FreeBoard Report.

The flood extents

Floods are described by how likely they are in any one year, not by how big they looked last time.

Benchmark Flood
The flood with a 1% chance of being reached or exceeded in any year, often called the 1% AEP or the 1 in 100. It is the flood almost every council control in NSW is written around, and it is the line most people are asking about when they ask whether a property floods.
Maximum Floodplain
The probable maximum flood: the largest flood considered credible for the catchment. It is far rarer than the Benchmark Flood and is used for planning emergency response and for the most sensitive land uses, not for everyday development controls.
Benchmark Buffer
The flood planning area: the Benchmark Flood plus the council's freeboard allowance, usually half a metre. It is the area council development controls actually attach to, so a property can sit outside the Benchmark Flood and still be inside the buffer.
Freeboard
A height added above a design flood level as a safety margin, to cover the things a model cannot resolve: wave action, blockage, and the uncertainty in the model itself.

What the water is doing

Flood Behaviour
How the floodplain works at a place, which is what decides how freely it can be built on. Also called flood function or hydraulic categorisation.
Floodway
Where the water actually flows. Blocking it pushes the flood somewhere else, so these areas carry the tightest controls of the three.
Flood Storage
Where floodwater is held rather than conveyed. Filling it takes away volume the floodplain was relying on, so development is constrained and usually has to show the volume is not displaced.
Flood Fringe
The remainder of the floodplain, where water is neither flowing hard nor providing significant storage. It is generally the only one of the three where straightforward development is contemplated.
Flood Depth
How deep the water gets above the ground, as distinct from the flood level, which is measured against a survey datum rather than against your yard.

The council's own classifications

Risk Precincts
High, medium and low flood risk areas that a council has drawn and adopted itself, usually in its development control plan. They are a planning control rather than a description of the water, and they are the council's own work rather than a reading of the mapping.
Flood control lot
A lot the council has identified as carrying flooding development controls. The controls attach to the WHOLE lot, so they apply even where the part of the lot you clicked sits above the mapped flood.
Section 10.7(2) certificate
The planning certificate a council issues for a lot. It is the authoritative statement of whether a property is flood affected. Nothing on LEVEE replaces it, and where the two disagree the certificate is right.

How much to trust a finding

Every finding on LEVEE carries the class of the mapping it came from. The three are not degrees of correctness, they are different kinds of source.

Adopted, from model results
Read from the flood model's own output files, as published by the council. The strongest class LEVEE holds.
Adopted, digitised from the study report
The study is adopted, but the council published only the report, so the mapping was traced from its map plates. The line is in the right place to within a few metres and no better, and the panel shows it differently from model results for that reason.
Draft, on public exhibition
Mapping from a study that is on exhibition and not yet adopted. It can change, and while a study is in draft a council may not issue a flood information letter for the land it covers.
Approximate, not lot accurate
LEVEE draws published mapping at a scale meant for catchments, not for boundaries. Treat a finding as telling you which situation your property is in, not as telling you where a line crosses your yard.

What LEVEE is not

Not a planning determination
LEVEE reports what published flood mapping says about a location. It does not decide what may be built, and no reading of it is a consent, a refusal or a substitute for advice on your own site.
Published maps may be out of date
Councils adopt new flood studies as they are completed, and a study on the portal is not always the latest one. Contact the relevant council to confirm what applies today.

Coverage and limitations

Councils publish this information under Section 733 of the Local Government Act 1993 (NSW), which protects them when flood information is given in good faith. That protection covers councils, not LEVEE. We present their published information in good faith to help you understand flood behaviour, and it does not replace advice from your council or a qualified engineer.

  • Mapped flood extents are approximate. They are not lot accurate.
  • The mapping must not be used to set design levels, floor levels or freeboard. For those, use the relevant council information or engage a flood engineer.
  • Flood behaviour changes as studies are updated. We show the study name and adoption year so you can see how current each dataset is.
